Tom Callan is experienced in real estate trials and transactions. He is an active member of the Florida Bar since December 1987, Florida Bar #729050. His area of practice is limited to eminent domain, property acquisition, commercial real estate, real estate litigation, and local government matters.
He is rated AV by Martindale Hubbell. He is a title agent of the Old Republic and The Fund. He has been a member of the Eminent Domain Committee of the Florida Bar, serving as Chairman in 2013-2014. He has co-authored one of the chapters of the Eminent Domain Practice Manual published by the Florida Bar.
In eminent domain, the practice has been evenly distributed over the years between representing landowners and governmental clients, in over 1,000 properties during his career. He has represented development investor clients, businesses, landowners, churches, restaurants, retail, Holt, CDD, home owners, and select governmental and condemning authorities. Governmental entities represented include school districts, counties, cities, utility authorities, and special districts.
He has over 28 jury trials in eminent domain. Some of the cases to note have been, a settlement for over $26 million in value representing the City of Orlando and OUC, the largest settlement on the Wekiva Parkway Project for over $7.5 million, a $13.6 million leasehold settlement for anchor tenant, and the largest settlement for a soccer stadium at over $6 million, and $6.750 million settlement for 7.7 acres in Osceola County. His largest jury verdict in eminent domain was for $9.45 million against SFWMD in West Palm Beach.
Tom was born in Cincinnati, Ohio, in 1961. The aerospace industry brought his father and family to Central Florida in 1963. Tom attended Lyman High School, graduating in 1980, a member of the football team, class president, and working part-time.
He attended DePauw University in Greencastle, IN, from 1980 to 1984, where he received Rector, Carson, and Alumni scholarships. He graduated with a degree in History with various classes in Business. He served as Chairman of the Student Senate. He was a member of the Delta Tau Delta fraternity, Beta Beta chapter, where he found lifelong friends. He served as President of the Chapter from 1983 to 1984. He also found time to wait tables at the Delta Zeta sorority for three years.
He graduated from the University of Florida College of Law in 1987. While there, he worked for Growth Management Studies for two years, assisting the Director Professor in various land use related research concerning the GMA Act of 1985, impact fee ordinances, treatises, or real property and platting law, and updating various land use treatises and periodicals.
From 1987 through 1989, he served as an Assistant County Attorney for Palm Beach County in the land use section; where he represented the Subdivision/Platting Committee, Board of Zoning Adjustment, Site Plan Review Committee. He also drafted various ordinances on land use and regulatory matters for Palm Beach County, and litigated several matters representing Palm Beach County within the State and Federal courts.
He returned to Central Florida in 1989 serving in the City of Orlando Attorney’s office later he was designated the City Transportation Attorney dealing with right of way acquisition, roadway development agreements, litigation on land use and inverse matters, and administrative matters such as High-Speed Rail, Lynx (then OSOTA), regulation of taxis, and other transit related matters.
He then joined a private law firm that served as general counsel to the Orlando/Orange County Expressway Authority (now CFX). There, he was introduced to eminent domain and represented the Expressway Authority through a series of cases for the completion of the Eastern Beltway (SR417), the extension of the East/West Expressway (SR 408) to the Turnpike, the construction of the Southern Connector and in inverse condemnation matters. There, he obtained his initial jury trial experience.
He started Callan Law Firm in August 1997, while his wife and him were expecting triplets. The firm has been located at 921 Bradshaw Terrace in Orlando since 2000. He donates time to civic and charitable causes, serving on the Board as chairman of Orlando After School All Stars in 2002 through 2016, a member of Charter Review Commission for Orange County 2024, Redistricting Commission for Orange County 2022 and 2025, and serves on other community and civic boards or commissions. Tom enjoys golf, the outdoors , fishing, and travel.
